Next-Generation 911 Systems: Cloud-Native, AI-Assisted, and Secure by Design

Abstract

Public safety communication networks are entering a critical new phase of modernization. For decades, 911 systems relied on circuit-switched voice networks designed for landlines, with limited ability to handle data, video, or text. Today, the rise of mobile devices, 5G networks, Internet of Things (IoT) sensors, and cloud computing has created an unprecedented opportunity to reimagine emergency response as a connected, intelligent ecosystem. This white paper examines the evolution of Next-Generation 911 (NG 9-1-1) systems that are cloud-native, AI-assisted, and secure-by-design. It highlights key architectural principles, technological enablers, and governance frameworks that can transform how Emergency Communication Centers (ECCs) operate, ensuring faster response, deeper situational awareness, and resilient infrastructure capable of withstanding cyber and operational shocks.
